Roland H. Altinger is the chief appraiser for the Harris County Appraisal District, a position he has held since July 2016. As chief executive officer for one of the largest assessment entities in the United States, he is responsible for over 600 employees and the annual reappraisal of more than 1.8 million parcels of property, with a total market value of approximately $570 billion. The district is served by over 180 Appraisal Review Board members.
Joining the district in 1988 as a residential appraiser trainee, Altinger earned promotions over the years to taxpayer liaison officer, director of the information and assistance division, assistant chief appraiser, and deputy chief appraiser. His previous employment includes experience in property management and sales, market research, and commercial appraisal.
Attending Texas State University, Altinger played on two college championship football teams and, in 1984, received a bachelor of business administration degree. He continued his education through the Alicia Smith Institute of Real Estate, American Institute of Real Estate Appraisers, and the International Association of Assessing Officers. He is a registered professional appraiser, certified tax administrator, certified assessment evaluator, certified chief appraiser, and licensed real estate broker.
Altinger is a member of the Institute of Certified Tax Administrators (ICTA), the Texas Association of Assessing Officers (TAAO), the International Association of Assessing Officers (IAAO), and the Texas Association of Appraisal Districts (TAAD). His testimony concerning tax administration is frequently requested before sessions of the Texas legislature.
Altinger serves on TAAD’s legislative committee and as Region IV Director. He is also president of the TAAD chapter of IAAO. Altinger is one of two IAAO instructors in Texas, an avid fisherman, and father of three.
Harris County Appraisal District is a political subdivision of the State of Texas established in 1980 to discover and appraise property for ad valorem tax purposes for each taxing unit within district boundaries. The district has more than 1.8 million parcels of property to assess each year with a total market value of about $570 billion.
